Creation and status

The Commission on Television and Radio of the Republic of Armenia (CTR) was formed in 2001 on the basis of the Constitution of the Republic of Armenia and the Law on “Television and Radio”.

The CTR is an independent regulatory state body in the field of audiovisual media broadcasting based in Yerevan, Armenia.


Role and mission

The powers of the CTR are defined by Article 196 of the RA Constitution, according to which it is an independent state body that ensures the freedom, independence and diversity of broadcast media, monitors the activities of audiovisual media services.

The state regulatory body shall carry out its activities on the basis of the principles of legitimacy, democracy, equality, impartiality, independence, collegiality and publicity.


Structure

The state regulatory body shall be composed of seven members. Members of the state regulatory body shall be elected by the National Assembly, upon recommendation of the competent standing committee of the National Assembly, by at least three fifths of votes of the total number of Deputies, for a term of six years, with the right of renewal only once, through gender representation.

The CTR is composed of the Chairman and six members.

Competencies

Main functions of the CTR are:

(1) allocate — through public and tender procedure — a slot;

(2) hold a tender for licensing the usage of the slot;

(3) carry out the licensing of the activity of a network operator;

(4) prescribe the procedure for holding a tender for licensing the usage of the slot, the activity of a multiplex operator, the forms of applications for participation in the tender, the procedure for and the form of the application for licensing of the activity of a network operator;

(5) approve the forms of the license;

(6) draw up and publish the list of licensed persons, carry out control over fulfilment of the conditions indicated in the license and the requirements of this Law;

(7) establish — by randomly monitors audio and video records of audiovisual programs — their compliance with the requirements of the legislation and the license;

(8) impose measures of liability in case of violation of this Law or non-execution of decisions thereof.

 

The CTR also:

  1. Oversees the diversity of informational, educational, cultural and entertainment programs on public broadcasters.
  2. Submits an annual report to the National Assembly on its activities and the state of freedom of information in television and radio.
  3. In the cases and procedure established by law, the Commission of Television and Radio adopts sub-legislative normative legal acts, etc.
  4. The powers, order of activities and guarantees of the Commission of Television and Radio are defined by law.
